Blue Angel Parkway Project Development & Environment Study, Escambia Co., FL
ABC Group served as the public involvement consultant for the Florida Department of Transportation’s Project Development & Environment (PD&E) Study to evaluate the proposed widening of approximately seven miles of Blue Angel Parkway (State Road 173) from U.S. 98 to Pine Forest Road in Escambia County.
The project aimed to improve safety and support long-term mobility in one of the region’s key transportation corridors. ABC Group developed and executed a comprehensive Public Involvement Plan designed to inform, engage, and gather input from property owners, residential and business groups, and local agencies.
Key deliverables included:
- A custom project brand tailored to community identity and project goals.
- Public outreach materials such as newsletters, postcards, and media placements to generate awareness.
- Strategic coordination of a virtual project update and a hybrid public hearing to maximize participation.
- Ongoing access to detailed project information through a publicly available location.
- Full documentation of public input and formal responses to maintain transparency.
To enhance understanding of technical alternatives, our team utilized high-quality visualizations and renderings, coupled with in-person support at key engagement events. ABC Group’s approach helped ensure the study reflected local priorities while meeting FDOT’s requirements for meaningful public involvement.
